Gloria T. A. Craven is a renowned and experienced lobbyist. She has been involved in public policy for over a dozen years on a national and state level. As a policy strategist, she has been primarily responsible for the passage of several laws in the last decade, including business, life science, health care, insurance, consumer protections and employee relations. Her expertise includes linking legislators’ skills and expertise with pending initiatives. This political savvy is a proven advantage for clients. She is the former owner/ editor of a respected public policy newsletter. As a Past President of the Massachusetts Health Council and two time editor of Commonwealth for the Commonwealth: Massachusetts Trends in the Determinants of Health, a publication of the Council, she received the Carolyn “Hookey” Darreck Award in 2001 for outstanding service. NBC, CNN, NECN and the international journal, The Healthcare Lobbyist have interviewed Ms. Craven in relation to securing passage of significant legislation. She has been appointed to several boards including the University of Massachusetts Dartmouth Alumni Association, the Founding Board of Governors of the University of Massachusetts Club, Boston Chamber of Commerce Women’s Network Advisory Committee, and is the author of numerous publications. Ms. Craven is a gifted guest speaker. She is respected in government by lawmakers, staff and colleagues.

Stacey Ober, co-founder and senior partner at Craven & Ober Policy Strategists, LLC has more than a decade of government affairs experience and serves as Legislative Counsel. Professional services include complete legal research, drafting legislation and amendments, promoting, opposing or influencing legislation and regulations. Combining her legal acumen with her lobbying experience, Ms. Ober advises clients on the significance of forging productive government relationships and translates complex, sophisticated legislative and regulatory proposals into messages understood by public authorities and elected officials. She represents businesses, trade associations and membership organizations with national, state and local interests. In the past, she has served as Associate Director of Legislation and Government Affairs at a professional membership organization, Legislative Aide to the Massachusetts State Senate and as Liaison in the Governor’s Legislative office.
The clinical experience Ms. Ober possesses has proven an advantage for clients within industries having a nexus with life sciences and public safety. Funding for the $2.7 million purchase and distribution of automatic external defibrillators to first responders across the state was featured on WGBH radio’s Marketplace and more than $5.5 million was secured to relocate a family courthouse while sick building renovations were made. Ms. Ober is also responsible for securing initial support to fund the country’s first statewide Sexual Assault Nurse Examiner program, which creates the coordinated, expert forensic evidence care necessary to increase successful prosecution of sex offenders.
Ms. Ober was a three-year national scholarship recipient while earning her Juris Doctor as a cum laude graduate of Suffolk University Law School. She received her Bachelor of Science, summa cum laude, from the University of Massachusetts in Amherst. She is a member of the Boston, Worcester and Women’s Bar Association and has served as Co-Chair the Massachusetts Biotechnology Council’s Law and Policy Committee.
